Request for Public Comment: COA System Redesign Draft Concepts

Since COVID, SolTrans has made significant improvements to its operations, taken over the SolanoExpress services, and implemented the Youth Ride Free Pilot. Over the past five years, there have also been notable shifts in where, how, and when people travel. As the next step in supporting ridership recovery, SolTrans is exploring options to make its services more useful. This is not a service change proposal; rather, SolTrans is sharing these ideas with the public, riders, stakeholders, and partners to gather feedback on whether this plan is a good approach to improving transit service.

The Draft network concepts were developed through an in-depth technical analysis of SolTrans' existing routes and with initial engagement with government partners, stakeholders, and the public to determine priorities for improvement. Because SolTrans does not have additional funding to allocate towards improvements, enhancements can only be achieved through cost savings else where in the network, necessitating tradeoffs in the network design. Staff will be introducing these draft network concepts to the public and collecting feedback on whether these tradeoffs are acceptable.

Staff will also be riding local and SolanoExpress routes to solicit rider feedback regarding the draft network concept for the duration of the public feedback period. Staff will be prioritizing high ridership trips.
