Joint Powers Agreement (JPA)

On November 30, 2010, Benicia and Vallejo along with the Solano Transportation Authority (STA) created Solano County Transit, “SolTrans”, a JPA charged with improving and expanding transit services within the consolidated boundaries of the two cities. Since that time, SolTrans has successfully worked towards the goals established by the founding Guiding Principles, including the enhancement of service coverage, frequency, affordability and mobility options, subject to available funding.

By laws

The SolTrans Bylaws establish the rules and conduct of SolTrans Board of Director meetings, how the nomination and selection of Board officers shall occur, guidelines for public participation as well as how advisory committees are created or appointed.
